Report from the April 2005 BCSP Board of Directors Meeting

The Board of Certified Safety Professionals (BCSP) held its spring meeting in Charleston, South Carolina, April 23-26, 2005. The following report contains information about BCSP management and actions that may be of interest to System Safety Society members.

BCSP Comments on Draft Military Standard 882E. Dr. Roger Brauer, BCSP Executive Director, created and delivered comments to the Army Safety Office regarding the Certified Safety Professional (CSP) designation as a qualification for key system safety personnel in MIL-STD-882E Table A-VIII. In keeping with BCSP policy, Dr. Brauer did not address matters of safety practice, but he did note BCSP support of the CSP designation as a qualification for key safety personnel.

International Transportability of Credentials. BCSP President Tom Bresnahan and Dr. Brauer met recently with representatives of the Institute of Occupational Safety and Health (IOSH) from the United Kingdom. The meeting explored the details of a potential Memorandum of Understanding that would recognize reciprocity between the CSP certification and the Charted Member of IOSH (CMIOSH) membership category currently under development. Based on a detailed exchange of information, the BCSP drafted a Memorandum of Understanding that is similar to its current agreement with the Board of Canadian Registered Safety Engineers. Under the agreement with IOSH, a CSP candidate holding CMIOSH would be accepted as meeting all requirements, with the exception of having passed the Comprehensive Practice examination. Someone holding the CSP could seek the CMIOSH by passing a written IOSH examination. The Board approved a motion to sign the Memorandum of Understanding at the ASSE Professional Development Conference in New Orleans in June.

Joint Executive Committee Meeting with ABIH/CCHEST. The BCSP Executive Committee met with the American Board of Industrial Hygiene (ABIH) Executive Committee and the president of the Council on Certification of Health, Environmental and Safety Technologists (CCHEST) in Atlanta, Georgia, on March 4, 2005. The main topic of discussion was the BCSP’s letter to ABIH indicating the BCSP’s desire to purchase the ABIH interest in CCHEST. ABIH is considering the request. The organizations also agreed to continue working on details for expanding harmonization of recertification programs.

NCCA Accreditation. The BCSP received a letter from the National Commission for Certifying Agencies (NCCA), awarding renewal of certification. This is one of four accreditations that validate the CSP as the premier professional safety credential.

BCSP Financial Status. Dennis Archer, Director of Finance and Human Resources, presented the 2005 year-to-date financial report, noting that the BCSP was ahead of budget. He also noted that the 2004 end-of-year financial statement shows that the net revenue going to reserves exceeded the budgeted amount.

Strategic Planning. Larry Jones, Strategic Planning Committee Chairman, presented a draft of the Board’s new vision, values and mission statements, along with six strategic objectives and goals. The Committee also identified and rated actions for each goal presented. The Board and BCSP staff will review and provide suggestions on the draft materials. Inputs will be reviewed by the Committee prior to the fall meeting.

Examinations. Two new editions for both the Safety Fundamentals and Comprehensive Practice examinations were recently put into use, and the previous editions were withdrawn from use. The reliability of the examinations remained high in 2004. Statistics for the new editions will not be available until the end of 2005, although some interim statistics to identify potential problems will be available. Examination Director Steven Schoolcraft reported that the capability to provide online recertification quizzes through the BCSP Web site is nearly ready.

Navy Use of the System Safety Specialty Examination. Steven Schoolcraft reported that the use of the system safety specialty examination by the Navy is almost ready for implementation.

Faculty Fee Waiver Program. Dr. Paul Adams, Professional Development Committee Chairman, recommended that a program be established to waive the application fee for active, full-time or adjunct faculty involved in safety and related degree programs at accredited colleges and universities. The purpose is to encourage those who teach safety to become certified and to encourage their students to seek recognition as Certified Safety Professionals. The Board accepted and approved the recommendation. The details of the program will be developed and included in a handout at the ASSE Professional Development Conference.

The System Safety Society is a member sponsor of the BCSP, and currently has a director on the Board. The Board meets twice yearly to provide policy and other direction to the BCSP.
